Bureau of Indian Standards is an Indian Govt. Department which issues safety standards for various products and appliances. It issues a standard mark after testing the product, this mark which when printed or embossed on a product gives conformity for its safety and quality. BIS provides quality benefits to the economy through testing, certification and standardization – providing safety and minimizing health hazards to consumers and promotes schemes related to import & export.
CRS is product certification scheme covering Electronic and IT equipment, up scaling the competitiveness for Indian Manufacturers and giving Indian Consumers the right to enjoy world class quality-compliant goods. The policy stops the dumping of faulty/non-compliant products into the markets. The Compulsory Registration Order is that no entity shall manufacture or import or sell or distribute goods which do not conform to the specified Indian Standard.
Bureau of Indian Standards allows only a manufacturer to apply Standard Mark with a unique R-number onto the product. The registration is based on self-declaration basis for conformity of goods and articles. The product is first tested in a BIS certified lab and then is registered with the department with manufacturer name, address, brand name and type of product. Same manufacturer can produce for different brands.
The grant of licence and its operation under Compulsory Registration Scheme are carried out as per the conformity assessment scheme under Scheme - II of Schedule - II of BIS (Conformity Assessment) Regulations, 2018.

No manufacturer or entity can produce/sell goods without the mark affixed.
Bureau of Indian Standards grants a licence based on assessment of the manufacturing infrastructure, production process, quality control and testing capabilities of a manufacturer through a visit to its manufacturing premises. Conformity of the product to the relevant standard(s) is also established through third party laboratory testing or testing in the manufacturing premises or a combination of both.

Also as per IS 15820 : 2009 , the Hallmarking and Assaying centre should also be approved by BIS . Any centre having the equipment as per BIS Standard can apply for the recognition from BIS via application form along with the required documents.
